DESCRIPTION OF POSITION:
Under the direction of the Chief Business Officer, to establish and revise accounting procedures; to supervise accounting and financial operations and record keeping activities; to conduct accounting analyses and prepare financial statements; to reconcile cash; to prepare for audits of the school districts' funds and accounts; to develop and monitor districts' annual budgets, prepare first and second interim reports, unaudited actual reports, district independent audit reports and make recommendations regarding districts' financial status, and perform related duties as assigned.
REPRESENTATIVE DUTIES: Serve as second in command in the business office.
Serve as acting Chief Business Officer, in the absence of the Chief Business Officer.
E Directs and supervises all finance (accounting, accounts payable, accounts receivable, administration, benefits, budget, payroll, purchasing, risk management, worker's compensation) of the District Business Services staff.
E Plan, organize, and direct the accounting functions and activities of the District.
E Lead school district administrators and managers in budget development and budget monitoring.
E Assist with financial and budget planning and preparation of the annual budget.
E Direct the maintenance and proper disbursement of funds.
E Establish proper fiscal controls and procedures including updating the business services procedures manual as needed.
E Plan, organize, prepare and present timely monthly financial statements outlining the District's income and expenditures.
E Prepare, present and submit timely and accurate Federal, state and County reports.
E Review and submit timely and accurate Federal and State categorical reports/claims.
E Perform fiscal analyses for administrative and policy review.
E Assemble and analyze data and make appropriate recommendations for fiscal and budget actions.
Perform cost analysis of proposals for contract negotiations.
E Assist in the planning, organization and development of fiscal policies, regulations and operational guidelines.
E Assist in the analysis of legislation to determine the effect on the District's financial and/or business affairs.
E Plan and recommend the investment of District funds to maximize income.
E Perform forecasting functions including enrollment projections, short and long-range financial planning and trend analyses.
E Represent the Business Office in department, cabinet and/or Board meetings.
E Prepare and present oral and written reports.
Make presentations to the Board, Community, Superintendent's Cabinet and other groups as required.
E Interpret school districts' budgets, accounting and fiscal procedures, and policies and regulations.
E Keep Chief Business Officer informed of all budget and financial issues which may affect the financial operations and records of the school districts.
E Establish and maintain cooperative working relationships with staff, school administrators, and the general public.
E Conducts reviews and analyses of accounting and budget information and reports.
E Plans and directs the automation of existing processes, and plans and develops new processes as needed.
E Instruct, train, and supervise district business services personnel in general ledger accounting, attendance accounting, budget, payroll, purchasing, benefits and retirement procedures, and other financial record keeping operations.
E Trains and instructs personnel in accounting and business procedures.
E Assist in coordinating the annual audit and preparing necessary schedules.
E Select, train, supervise and evaluate subordinate personnel.
E Perform related duties as assigned.
E EDUCATION AND EXPERIENCE: EDUCATION: Bachelor's degree in Business Administration, Accounting or related field is required.
Master's degree in business, finance or accounting and/or a valid CPA certification is desirable.
Chief Business Officer (CBO) Certificate/Program desirable.
Demonstrate training and experience in financial management involving professional accounting and budgeting procedures including experience in the design of computer- assisted accounting/budgeting systems.
Experience supervising a staff of clerical/professional accounting personnel.
Three years of prior experience performing business and financial management tasks, preferably in a school district.
EXPERIENCE: A minimum of five (5) years of experience managing a program for students focused on arts education is required.
Experience managing a school district arts program is preferred.
Demonstrated success in preparation of proposals and grant applications to support VCUSD’s arts education programs.
LICENSES AND OTHER REQUIREMENTS: A valid Class C California Driver's License and use of a private automobile may be required for some positions that require driving.
For positions that drive, evidence of insurability at standard rates must be submitted in the form of a DMV printout.
