Department Communications Pay and Benefits BART offers comprehensive compensation and benefits programs.
Benefits include CalPERS pension; excellent medical (effective January 1, 2023 current employee cost $160.
96 monthly for most plans), vision, and dental coverage; supplemental insurances; paid holidays and vacation; as well as two investment programs, one of which is entirely funded by BART.
BART does not participate in Social Security.

Pay Rate $130,085.
00/annually - $197,080.

Current Assignment This role will coordinate internal events, town hall meetings, lunch and learns, webinars, and executive communications to inform, engage, and inspire audiences.
Content creation includes messaging, articles and postings on the intranet, information on policies and initiatives, HR communications support, and executive communications for leadership.
The position will also leverage technological advancements to communicate electronically, and will be responsible for managing and directing consolidated and strategic internal communications for the District.
This position will work closely with multiple departments at BART including Communications, Marketing, Human Resources, and the Office of the Chief Information Officer, leading the design and implementation of internal communication plans and materials to keep employees informed of District news, programs, services, and policies with timely and engaging content.
This role will be responsible for developing internal communications campaigns to help drive employee engagement.
This role provides internal communications advice and hands-on support to the General Manager and executive team including strategic labor relations communication advice.
This position currently supervises three employees within the Communications Department.
The position reports to BART headquarters five days a week and is currently not eligible for a remote work plan.
An ideal candidate will demonstrate the following criteria in addition to the minimum qualifications: Demonstrated experience managing internal communications.
A track record of implementing successful internal/employee communications strategies and tactics.
Experience in writing content for internal communication.
Excellent written, storytelling, and oral communication skills with public speaking and presentation experience.
Ability to work collaboratively with those in many other departments and explain complex concepts to those who are new to them.
Experience in creating graphics and brochures and managing website content, utilizing content management system software.
Knowledge of the principles of effective crisis communication.
Knowledge of organizational change management principals with the ability to help departments with messaging for employees to help achieve strategic objectives.
Experience engaging employees to create a strong company culture that promotes learning, change, and growth.
Ability to maintain the highest level of confidentiality.
Essential Job Functions Manages and administers the operations and activities of the District’s Internal Communications Program via existing and new channels including internal websites, digital screens, email communications, print collaterals, and employee outreach events.
Works collaboratively with other departments to create programs and collateral material to enhance the agency’s image and brand internally.
Establishes and executes a quarterly communications plan that informs District employees of current and upcoming events.
Works with Labor Relations to effectively communicate results of interactions and/or negotiations with unions.
Supports all BART department initiatives with internal communications aimed towards educating employees.
Facilitates and/or assists with the planning and rollout of internal events, town hall meetings, and webinars.
Develops compelling content, stories, and programs intended to promote the interests of employees and executive leadership.
Develops opportunities that promote executive communications and thought leadership amongst senior and executive leadership; develops, drafts and/or edits communications for executive staff and/or elected officials.
Implements communication solutions and strategies that improve and streamline timely employee communications and reach all employees.
Creates Key Performance Indicators (KPI’s) and metrics to measure the performance and progress of the program.
Participates in the development and administration of an assigned budget; forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; recommends adjustments as necessary.
Directs, coordinates and reviews the work of staff and outside contractors; serves as liaison between departments and executive offices to ensure program and project implementation within budget.
Plans, prepares and coordinates the preparation of reports including recommendations to the Board of Directors, committees and other management staff.
Explains, justifies and defends programs, policies and activities in assigned areas of responsibility.
Performs related duties as assigned.
Minimum Qualifications Education Possession of a Bachelor’s degree from an accredited college or university in Communications, Journalism, Public Relations, Public Administration or a closely related field.
Experience The equivalent of five (5) years of full-time professional level experience in communications, community relations, marketing or a closely related field, which must have included at least two (2) years of supervisory and administrative experience.
Substitution Additional experience as outlined above may be substituted for the education on a year-for-year basis Knowledge of Principles, practices and techniques of public information, community outreach and stakeholder engagement, project and program development Operations of an internal communications program Development of internal campaigns to build agency culture and morale Public sector business and administrative practices Methods and techniques of writing and editing Interview techniques that elicit complete and accurate information Methods and principles of organizational change management Principles and techniques of event planning, including virtual live events Principles of employee supervision, training and performance management Skill in Planning and managing internal communications for a large organization Working effectively with a wide-range of stakeholders, including executive management employees and elected officials Leveraging a variety of mediums to communicate messages Customizing communications to specific audiences Managing multiple projects simultaneously with a high-level autonomy Maintaining confidentiality Identifying and responding to sensitive community and organizational issues, concerns and needs Communicating clearly and effectively both orally and in writing Creative storytelling Creating graphics and brochures and managing website content, utilizing content management system software Basic photography Selection Process Applications will be screened to assure that minimum qualifications are met.
