This temporary position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.
This position will be subject to the Permanent Civil Service examination process.
Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.
Job Description Reporting to the Chief Operating Officer, the Principal Human Resources Analyst manages the SFERS Human Resources division.
This position performs complex and specialized human resources work and serves as an important resource in the following areas: recruitment and examinations, position control, classification and compensation, employee and/or labor relations, payroll and human resources operations.
This position supervises Payroll and Human Resources professionals.
Examples of essential duties include, but are not limited to: Manages difficult and specialized human resources work related to recruitment, operation of payroll administration, personnel operations and employee transactions including appointments, leaves of absence, separations, and on-boarding new hires.
Consults with and advises SFERS management, staff and their representatives and others on the interpretation and application of Civil Service provisions of the Charter, related ordinances, Civil Service rules and regulations, Department of Human Resources policies, standards and procedures, and collective bargaining agreements between the City and various unions.
Oversees, coordinates and conducts examination and recruitment activities including announcement preparation for exempt recruitment and Permanent Civil Service examination administration.
Conducts job analyses, develops and administers examination process, and reviews applications requiring high degree of judgment regarding acceptance or rejection.
Evaluates and responds to requests for leave of absence and reasonable accommodation; interacts with employees on requests and appropriately documents those processes.
Ensures compliance with Federal, State and Local legislation, Civil Service Rules and applicable policies and procedures.
Supervises, trains and evaluates subordinate staff engaged in City personnel and payroll processes.
Administers requests to fill position, employee transfers, post-referral, hiring, appointment, onboarding, employee discipline and release processes.
Interprets and applies MOUs, Civil Service Commission Rules, and Department of Human Resources procedures to ensure consistent compliance with provisions; handles inquiries, complaints and grievances according to the provisions of Collective Bargaining Agreements and rules and policies.
Serves as subject matter expert around the Civil Service hiring process and represents SFERS-HR in various forums.
Stays up to date with the current City and County of San Francisco hiring practices and procedures.
Participates in the annual budget process; prepares as needed human resources reports for budget and other requirements.
Advises on, coordinates and conducts performance management and appraisal review.
Conducts Covid-19 contact tracing and reporting as needed.
Performs other related duties as required.
Qualifications Education Possession of a baccalaureate degree from an accredited college or university.
Experience Five (5) years of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training of which one year must have been as (1) an advanced journey level classification, similar to 1244 Senior Human Resources Analyst, that performs difficult and specialized human resources work and thereby serves as a resource for special problems , or (2) lead or supervised a small team of professional staff involved in the more difficult and complex matters associated with recruitment and selection; employee and/or labor relations; classification and compensation; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.
Substitution: Experience Substitution - Possession of a Juris Doctorate (J.
D.
) or a Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Ad-ministration or Clinical/School/Industrial-Organizational Psychology may be substituted for one (1) year of the required non-advanced journey / non-lead/supervisory experience.
Experience Substitution - Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Pro-gram may substitute for one (1) year of the required non-advanced journey / non-lead/supervisory experience.
Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

) Desirable Qualifications: Public sector HR experience that includes operating in a highly political and unionized environment.
HR experience recruiting positions that report directly to a Board or Commission.
HR experience performing recruitment, selection and retention of highly specialized positions.
Experience utilizing human resources administration software applications.
Ability to effectively communicate with diverse internal and external staff.
Ability to work well under pressure to effectively assess and address difficult situations.
Graduate-level Degree in Human Resources Management or other related fields.
