Supervises clinic operations staff involved in routine functions.
Oversight of administrative areas such as registration, new patient coordination, scheduling, medical records storage and maintenance, facilities, insurance authorizations and clinical support staff such as medical assistants.
The OTOP CM Program Supervisor supervises staff and operations of the Recovery Incentives Program at Ward 93/OTOP.
This is a novel Medicaid Pilot Program that for the first time makes Medicaid funding available for contingency management based treatment of stimulant use disorder.
OTOP is the first opioid treatment program in California to participate in the pilot and integrates treatment of opioid use disorder and stimulant use disorder.
The program supervisor has the opportunity to lead this innovative program and provide critically needed treatment for people with addiction to both opioids and stimulants.
The incumbent is responsible for overseeing all aspects of the treatment program including determining eligibility for program services, enrollment, delivery of program incentives, and ensure contingency management (CM)and program practices are being followed.
Subordinates include staff involved with direct service delivery and administration.
The incumbent will provide input/make recommendations on progam systems and procedures, facilities and safety requirements/procedures, registration, patient coordination, scheduling, medical records storage and maintenance, and program authorizations.
They will be trained and ready to provide the direct clinical services when needed, and they will also participate in interviews, focus groups, and surveys regarding the facilitators, barriers, and general practices of the Recovery Incentives Program.
The CM Program Supervisor provides clinical coordination for all of the intake and assessment activities for the Recovery Incentives Program and substance use disorder (SUD) treatment services provided by OTOP at SFGH.
They also implement and evaluate the program component; provide ongoing monitoring and implementation of program compliance with State and Federal guidelines; provide administrative and clinical supervision to program staff; provide training and information regarding intake and assessment services to our community partners; assist the Program Director in planning and program development; and provide direct patient services as needed, including substance use disorder assessments using the ASAM 6 Dimensional Assessment Framework and clinical consultation for alcohol and drug treatment.
Supervisory aspects of the role include clinical and administrative supervision of Recovery Incentives Program staff, including scheduling and assignment of duties, performance evaluations, and disciplinary actions when necessary.
The incumbent may also provide supervision to other OTOP counseling staff as needed and will participate as a member of the clinical supervision team, providing backup and support to other supervisors when needed.
A portion of time may be spent performing individual tasks related to the program such as SUD Counseling, care coordination, and other program or clinic services.
The CM Progam Supervisor supervises unit operations to ensure compliance with UCSF Dept.
of Psychiatry and Behavioral Sciences departmental or organizational policies, procedures, and defined internal controls in addition to program and state requirements as is governed by the State of California Department of Health Care Services.
The CM Program Supervisor ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures.

html Department Description The UCSF/ZSFG Department of Psychiatry and Behavioral Sciences, Division of Substance Abuse and Addiction Medicine (DSAAM) provides multi-disciplinary consultation and treatment for patients with substance use disorders at ZSFG.
DSAAM provides medication assisted treatment for opioid use disorder through the Opiate Treatment Outpatient Program (OTOP) at Ward 93 as, the mobile methadone van in the Bayview-Hunter’s Point neighborhood, a novel primary care-based methadone treatment program, and the Office-based buprenorphine Induction Clinic (OBIC).
The target population for OTOP’s methadone maintenance service is low-income medically/psychiatrically compromised opiate dependent individuals who reside in San Francisco, primarily in the South of Market, Mission, Castro, and Tenderloin areas.
This includes a large proportion of African Americans and Latinos, gay, lesbian, bisexual, and transgender individuals, and women of childbearing age, pregnant women, and post-partum women.
The target population includes people of all ages, races, ethnicities, sexual orientations, gender identities, religions or spiritualties, socioeconomic classes, partner statuses, and physical and mental disabilities.
OTOP clients are low- income and uninsured or underinsured.
This population has multiple layers of problems, including poly-drug use problems, psychiatric difficulties, life-threatening health problems, and significant cultural barriers to receiving proper care.
This population is at especially high risk for HIV.
CalAIM is a multi-year initiative by the Department of Health Care Services (DHCS) to improve the quality of life and health outcomes of our population by implementing broad delivery system, program, and payment reform across the Medi-Cal program.
As part of the CalAIM demonstration, California became the first state in the nation to receive federal approval to cover contingency management (CM) services for substance use disorders as part of the Medicaid program.
California’s program that offers the CM benefit is called the Recovery Incentives Program.
The Recovery Incentives Program is intended to complement substance use disorder (SUD) treatment services and other evidence-based practices for StimUD already offered by DMC-ODS providers.
Required Qualifications Bachelor’s degree in related area and minimum three years of experience including at least one year of supervisory/lead experience or equivalent combination of experience / training.
In depth knowledge of practice operations, patient-scheduling systems, medical and insurance terminology, applicable information systems, patient service standards, and regulatory requirements.
Working knowledge of human resources management policies, with the ability to train, monitor, evaluate, and document human resources issues and performance, and to provide input to decision-making on human resources matters.
Knowledge of business software and specialized applications and data management systems used in clinic / center operations.
Demonstrated skills to supervise support staff in clinic / center administration, and to effectively manage multiple priorities in a fast-paced, dynamic environment.
Solid interpersonal skills for effective information exchange and problem solving with all levels of management and staff, consultants and outside agencies.
Strong skills in written and verbal communications, with the ability to convey complex administrative, clinical, and technical information in a clear and concise manner, and to produce a variety of reports and analyses.
Detail oriented, with the ability to apply analytical and critical thinking skills to quickly analyze problems, determine appropriate level of intervention, and apply effective solutions.
Preferred Qualifications Graduate education in Social Work, Psychology or related field Experience in the field of public health.
Experience with clinical supervision.
Experience in an Opiate Treatment Program (OTP)/knowledge about OTP treatment and regulations.
Experience with selecting, training, and evaluating staff.
Experience with employing disciplinary measures, including placing an employee on suspension, labor union grievances, and advising on disciplinary measures.
License/Certification California state registration or certification as an Alcohol/Drug Counselor (must have CAADE, CADTP, or CCAPP Certificate) OR at minimum registration as an Associate Marriage and Family Therapist (AMFT) or Associate Social Worker (ACSW) or Associate Professional Clinical Counselor or Psychological Associate (APCC).
Licensed professionals also qualify (LMFT/LCSW/LPCC).
