The Position The Learning and Organizational Development (L&OD) Manager at Napa County Health and Human Services Agency is responsible for assessing, developing, coordinating, and implementing training and organizational development activities that advance the strategic goals of the Agency.
Under direction of the Workforce Development Staff Services Manager, HHSA – Operations, the L&OD Manager will supervise a small team of support staff and lead the design and execution of the Agency’s competency-based learning programs; identifying skill gaps through comprehensive data collection and analysis and partnering with stakeholders to execute learning and organizational development strategies.
In collaboration with Agency leadership, the L&OD Manager will identify training needs and requirements, maintain and/or develop strategies for meeting those needs, and monitor completion and effectiveness of training and professional development programs.
Positions in this class exercise considerable independent judgment in coordinating and setting priorities to accomplish the timelines for program success.
An incumbent must have the technical expertise, managerial skills, and overall grasp of the Agency’s goals, missions, and clientele needs.
The position also requires the ability to establish and maintain effective and cooperative working relationships with Agency management staff, vendors, and other County departments.
The ideal candidate for this position will possess the following: Excellent public speaking skills.
The skill to anticipate and identify potential issues before they become major problems which impact the overall outcome of the project.
The knowledge, skill and experience to write executive level presentations, letters and memos.
Strong analytical skill and experience that will provide the candidate with the ability to lead projects down a smooth and successful path to completion, while staying on time and within budget.

The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
Position Requirements Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of increasingly responsible professional level program experience in a program area related to assigned project.
Education: A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, social work, or related field.
License or Certificate*: Possession of a valid California driver’s license.
*Any license, certification, or registration required for this position shall be maintained (i.
e.
, active and in good standing) at all times during employment with Napa County.
For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
