Learn more about the UC Office of the President Department Overview Systemwide Employee Relations is responsible for facilitating the development and implementation of strategies and initiatives that build an environment of employee engagement in which people can do their best work.
The Employee Relations unit collaborates with staff organizations and local Human Resource departments on matters involving staff engagement, fair treatment under policy, complaint resolution, and EEO/Affirmative Action Compliance.
We work closely with the ten campuses, five medical centers and the Lawrence Berkeley National Laboratory to strengthen the employee/employer relationship.
Employee Relations supports managers to be effective supervisors who promote excellence by successfully utilizing available tools and resources as well as a policy framework that facilitates an effective operating environment for staff at the university.
Position Summary Reporting directly to the Executive Director of Systemwide Employee Relations, the incumbent utilizes specialized diversity/affirmative action/equal employment opportunity knowledge within area of responsibility to resolve complex issues.
The EEO/AA Compliance Officer carries out diverse and complex assignments for Systemwide Human Resources as well as local Human Resources in the Office of the President in the areas of EEO/AA/OFCCP compliance.
Normally receives little direction on assignments.
May serve in a lead capacity, with support of Executive Director, providing guidance to other professionals in the department.
This position is eligible for a remote work arrangement within the state of California.
The selected candidate must reside within the state of California or be willing to relocate.
Key Responsibilities 55% Systemwide AA/EEO/OFCCP Compliance Oversight/Coordination.
This includes the following: Monitoring the submission, tracking, follow- up, language and content review of staff and faculty/staff combined Affirmative Action Plans within the UC system.
Provide oversight and expertise of OFCCP mandated and non-mandated data collection.
Collaborate with Systemwide Total Rewards - Compensation to update and maintain the COC & SOC systemwide codes required by OFCCP.
Collaborate with UCPath to ensure OFCCP mandated data requirements are met and reported on.
Provide periodic Systemwide communication regarding OFCCP requirements, updates and anticipated changes.
File Vets 4212 Report for UC System and any other OFCCP mandated reports as required.
Support Systemwide EEO/AA Officers group.
Formulates recommendations in business processes to increase institutional effectiveness on collecting data as mandated by the OFCCP.
45% Office of the President (OP) Affirmative Action Officer.
This includes the following: Responsible for annual renewal and certification of OP's Affirmative Action Plan.
In consultation with UC Legal, make any updates or changes to the content and/or structure of OP's AAP as deemed appropriate.
Provide EEO and Affirmative Action support for OP Human Resources and managers.
Provide training as necessary to OP managers and supervisors on EEO/AA requirements and location goals.
Provide EEO/AA review of OP Waivers of Recruitment.
Support the OP Complaint Resolution Officer with any data needed in resolving local discrimination complaints.
Formulates recommendations in business processes to increase location effectiveness on collecting data as required for OP's Affirmative Action Plan.
Experience Required Qualifications Minimum of 5 years experience writing and issuing Affirmative Action Plans and/or demonstrated experience responding to federally mandated requirements to ensure compliance with government legislation Skills and Abilities Required Qualifications Advanced written and oral communication skills; skill building rapport in an open, friendly, and accepting way; attentive listener.
Demonstrated ability to work with management and HR to develop plans that show a good faith effort to achieve the stated goals of a published AAP.
Possess in-depth skills to gather, organize and perform analyses on equal employment opportunity and affirmative action programs and initiatives as well as ability to present findings and make recommendations clearly and concisely both verbally and in writing.
Possess excellent organizational and problem-solving skills.
Broad knowledge of organizational policies and procedures with focus on UCOP Human Resources procedures.
Demonstrated knowledge of OFCCP requirements for data collection and reporting.
Must be able to function effectively and collaboratively as part of a team and on local and Systemwide committees.
Demonstrated level of political and organizational acumen.
Ability to communicate professionally, diplomatically and clearly, both verbally and in writing, with all levels of the organization.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
It is not typical for an individual to be offered a salary at or near the top of the range for a position.
Salary offers are determined based on final candidate qualifications and experience.
