Departmental Overview Capital Strategies provides a full suite of planning, design, real estate, construction, and development services to UC Berkeley.
Capital Strategies is part of the Administrative Division and includes real estate professionals, architects, planners, engineers, construction managers, and administrative specialists, working together to serve the campus community.
Contract Administration (CA) is the unit responsible for the formation and administration of contracts for the Capital Strategies Department and the campus.
CA's primary function is the acquisition of professional, architectural and construction services for the Berkeley Campus.
Professional contracting services are provided in compliance with Systemwide and Berkeley campus policies and procedures as defined in UCOP's Facilities Manual in addition to applicable local, state, federal, and international laws, rules and regulations, principally those laws pertaining to UC in Calif.

The Contract Administrator 3 (CA3) serves the campus in two functions: procurement of the professional, licensed contract services of construction and design firms and administration of the contracts after award, i.

Responsibilities Prepares and executes complex, high dollar construction and design contracts.
Counsels departments in the execution of agreements and provides appropriate business, policy and legal review.
Selects appropriate contracting method based on departmental needs.

Participating in the designer/consultant selection process in accordance with UCOP Facility Manual policies.
Negotiates any consultant/designer exceptions to agreement terms and conditions as required to acceptable UC standards.
Evaluates all information and obtains additional information as required to arrive at sound business decisions.
Consults with project managers to draft appropriate master design (EDPA) or consulting agreements (PSA) agreements Participates in contractor selection process in accordance with relevant policies, rules and regulations, etc.
Conducts bidding cycle activities, including preparing bid documents, conduct site tour, receiving quotes, and conduct public bid opening meeting.
Reviews Architect/Owner's Representative specifications, including checking license type, funding, and a detailed review of bid documents (drawings, certification page, specifications, and the Information Available to Bidders documents).
Conducts bidding cycle activities, including receiving quotes and reviewing quotations.
Evaluates all information and obtains additional information as required to arrive at sound business decisions.
Investigates and mediates departmental and or contractor complaints, including coordination between multiple parties.
Make awards and document transactions for audit purposes.

Partners with Capital Strategies and other campus units requesting contracts, as well as oversight departments to draft contract language using terms most favorable to organization.
May oversee, manage, and/or direct Contract Administrator 2 positions.
Required Qualifications Knowledge of contracting principles and practices, methods and procedures used in competitive procurement, including value analysis, and source selection techniques.
Demonstrated extensive knowledge of contract law, the Uniform Commercial Code, and the California Public Contract Code and a thorough understanding, or the ability to quickly develop knowledge, of the University's Business and Finance Bulletins and Facilities Manual.
Strong written, verbal and interpersonal communications skills; and ability to deal effectively with broad and diverse constituencies ensuring strong customer service orientation and skills.
Strong organizational, presentation and negotiation skills.
Strong listening and political acumen skills.
Strong knowledge of and/or can quickly learn the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
Knowledge of and/or can quickly learn Berkeley Financial System (BFS), BearBuy, Project Infomation Systems Manager (Unifier), electronic bidding software (BuildingConnected) and updates Capital Strategies website.
Ability to become proficient, in a timely manner, in the use of software applications used at UCB, such as MS Word, MS Excel, Google Suite, and project management and calendaring programs.
Bachelor's degree in related area and/or equivalent experience/training.
