The Presidio Trust is seeking a NEPA Compliance Manager who will support the Planning & Compliance Department.
Once an Army Base at the entrance to the Golden Gate Bridge, the Presidio of San Francisco is now a new kind of national park.

The NEPA Compliance Manager is responsible for determining the compliance and environmental impacts of various projects.
As the Presidio is a federal agency, the work will comply with the National Environmental Policy Act (NEPA) compliance process and provides analysis of environmental laws, policies and regulations as they apply to the Agency’s property development, operations, and disposal.
The Compliance Manager monitors project compliance with Presidio Trust policies and regulations, implementing the National Environmental Policy Act (NEPA); manages all Trust NEPA documents on major projects, oversees teams carrying out NEPA on smaller projects; works with the Trust’s Planning Review team to review all proposed projects, identify and implement improvement strategies, and serves as the key contact with other government agencies on NEPA matters.
_This is a full-time position with benefits and a starting pay range of $161,928 to $177,185.
The starting base salary is dependent on the experience and qualifications of the candidate.

_ *Responsibilities* * Lead the Agency’s NEPA compliance process and provide analysis and documentation of environmental laws, policies, and regulations pertaining to the Presidio’s buildings, natural and designed landscapes, and infrastructure projects.
* Prepare and manage complex environmental documentation for a wide variety of projects.
Oversee the preparation and processing of legally sound NEPA documents for the Agency, including Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions and other environmental compliance documents.
Write sections for CEQA and NEPA documents, business correspondence, memoranda, proposals, and various other reports.
* Provide NEPA oversight and project management for multiple and often complex projects.
Develop and/or review work scopes, provide cost estimates, prepare schedules, and/or oversee interdisciplinary teams to manage, prepare, and process environmental reports.
* Perform quality checks and review all NEPA documentation to ensure all Agency standards are met.
* Responsible for contacting various government entities to determine project specific submittal requirements to achieve compliance with the Related Federal Laws and Authorities as described under the National Environmental Policy Act (NEPA).
* Coordinate with and submit project Agency requests to various government entities for compliance with the NEPA, including but not limited to, National Park Service, CA State Historic Preservation Officer, Clean Air Act, Coastal Zone Management, Endangered Species.
* Determine scope and NEPA schedule, for environmental documentation and research, identify key environmental issues, compile environmental information, and interpret environmental trends.
* Interpret and assess the level of environmental review for all Agency proposed projects and determine the Agency strategy and best course of action for compliance in order to meet all regulatory requirements.
* Develop NEPA project alternatives in close collaboration with Agency staff and subject matter consultants for all environmental reviews.
* Develop NEPA project schedule for all environmental reviews that require public notifications, public comment periods, preparation of administration draft, final documentation, findings and appendices.
* Conduct Agency internal NEPA/NHPA Section 106 project meetings and review to determine level of environmental impacts for all Agency projects.
* Organize and respond to all comments received on Presidio Trust environmental documents and prepare comments on environmental reports prepared by other agencies.
* Maintain a strong and collaborative working relationship with relevant federal, state, and local government agencies and interested stakeholder organizations concerned with environmental protection.
* Manage a wide range of technical consultants and work closely with other Trust staff subject matter experts who provide additional information for the environmental reviews including but not limited to transportation, natural habitat, remediation, noise, water and air quality.
* Perform environmental due diligence review and reports, such as Phase I and Phase II Environmental Site Assessments * Collaborate with the Trust’s Legal Department in updating the Agency’s Compendium which is the summary of park specific rules implemented under 36 Code of Federal Regulations (36 CFR).
* Collaborate and coordinate with the Trust’s Legal Department on any NEPA issues to manage risk to the Agency, its tenants, residents, and visitors.
* Conduct and organize all NEPA public scoping meetings with the general public and partner Agencies.
* Maintain proficiency and expertise in NEPA, including tracking regulatory changes and federal agency best practices.
Represent the Agency in public forums, before other federal, state and local agencies, and other key stakeholder groups as they relate to environmental issues, standards, and laws.

*Required Qualifications* * Bachelor’s degree in environmental or urban planning, Environmental science, or related field.
* Twelve (12) years of related work experience with a minimum of eight (8) years of experience preparing NEPA/CEQA documents, including a minimum of 4 years of experience managing environmental review for multidisciplinary projects.
* Demonstrated experience in decision-making and expertise in NEPA/CEQA, knowledge of NEPA/CEQA regulatory framework, environmental laws, codes and regulations, and compliance requirements for regulated laws.
* Experience in directing and/or preparing environmental documents for a government agency or environmental consulting firm.
* Previous experience managing and providing environmental consulting services to project developers in support of project siting, design, and permit applications required.
* Familiarity with municipal planning, long-range infrastructure planning and administration, including permit processing and design review.
* Knowledge of urban planning and development, and a specialization such as natural resource conservation or sustainable development.
* Understanding of research methods and statistical principles related to urban growth and development.
* Understanding of legal principles and laws associated with environmental policies and procedures.
* Ability to dynamically present information and communicate effectively on technical reports and presentations.
* Knowledge of computer hardware and software programs, which may include Microsoft Office, internet applications, econometric or transportation modeling, database management, or GIS.
* Extremely organized and strong management and multi-tasking skills.
* Professional, helpful, courteous manner and a “customer is always first” mentality.
* Personable and able to communicate with people at all levels.
* A self-starter, resourceful, and able to work productively and independently on multiple projects at a time under strict deadlines with guidance from senior staff.
