Duties
The following are the duties of this position at the GS-12.
If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As a Contract Specialist, you will: Provide advisory guidance to technical personnel involved in development of the statement of work and solicitation documents.
Formulate the contracting approach to be taken that will best satisfy the requirement.
For formally advertised procurements, ensure that the bid schedule is properly structured; prepare the solicitation; determine sources to be solicited; conduct pre-bid conferences; process protests; determine the responsiveness of bids; and determine the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre-award survey, and award of the contracts.
In negotiated procurements, plan the procurement action with technical, legal, and financial personnel as necessary.
Provide guidance in the development of the statement of work, performance work statement or statement of objectives and solicitation document, determine the type of contract best suited to the requirement; and develop special clauses and terms and conditions applicable to the solicitation.
Monitor existing and/or new contracts during the life of the contract to determine if all requirements are being met and price/costs are not exceeding obligated amount.
Incorporate new or changed contract requirements, or settle issues that develop after contract placement, including making eligible adjustment in price and delivery schedules under a variety of conditions.
