We are currently seeking an enthusiastic individual for our Compliance Officer role.
This position is responsible for the development, implementation, and maintenance of all compliance programs for the lending, deposit and retail operations of the Bank, including Fair Lending, Flood Insurance, TISA, UDAAP, CRA, BSA/AML, OFAC, and Know Your Customer (KYC) programs.
Provides technical support, interprets and disseminates information, develops staff training programs, corrects deficiencies, and reports to management on standards of compliance.
*ESSENTIAL DUTIES:* 1.
Demonstrates quality customer service principles with managers, co-workers, vendors, examiners, etc.

Summarizes information for distribution and trains bank staff by interpreting policies and procedures relative to positions and departments consistently.

Reviews branches and departments activity on a continuous basis for sustained compliance with laws and regulations on paying and receiving operations.
Identifies problems and deficiencies and reports them to the CRO, and makes recommendations for corrective action.
5.
Reviews vendor contracts for compliance and as appropriate recommends and/or approves vendor contracts within his/her authority.
6.
Prepares and files various compliance reports and forms as required by laws, rules and regulation, implements, initiates and generates regular report for compliance monitoring activity to meet Bank obligations, reporting on various committees, board, task force and issue tracking and remediation of corrective action.
7.
Maintains policies and procedures manuals for compliance, insuring they are up to date and complete.
8.
Promptly provides the Bank information on new regulatory guidelines from the various regulatory agencies and implements processes that enable the Bank to meet guidelines with a satisfactory rating.
9.
Develops and facilitates annual training to employees, by interpreting and implementing laws to ensure compliance rules and regulations are satisfied.
10.
Keeps abreast of new regulatory guidelines from the various regulatory agencies and assists in implementing processes that enable the Bank to meet guidelines with a satisfactory rating.
11.
Coordinates with Branch Administration to ensure new compliance procedures or changes to existing procedures are properly implemented.
12.
Proactively ensures compliance with all Bank compliance regulations – i.
e.
, AML, BSA, OFAC, USA Patriot Act and SAR and perform back-up BSA Officer role to cover BSA Officer absence or non-availability, as needed.
13.
Actively participates in any required Bank training satisfactorily and on time – i.
e.
, customer service training, compliance training, etc.
14.
Maintains strict control and confidentiality over all non-public customer information in accordance with the California Consumer Privacy Act, Gramm-Leach-Bliley (GLB) Act, all applicable state regulations and the Bank’s Information Security Policy.
15.
Abides by the Bank’s Compliance Programs, as well as other compliance and security banking laws, rules and regulations.
*MINIMUM REQUIREMENTS:* 1.
Minimum bachelor’s degree in business or related field.
2.
Minimum 5 years commercial banking experience; specifically, in developing and administering compliance management program.
3.
Minimum 5 years’ experience in bank compliance.
4.
Advanced certification or professional designation – i.
e.
, CAMS, CRCM 5.
Written and verbal communication in English and Chinese Mandarin, preferred.
6.
Solid understanding of bank compliance laws and regulations affecting bank operations and lending services.
7.
Competency in application of regulatory compliance rules and laws.
8.
Demonstrated ability to read and analyze financial and procedural data to recognize potential conflicts, with strong critical thinking skills.
9.
Ability to use knowledge, experience, discretion and independent judgment in resolving problems.
10.
Demonstrated ability to prioritize tasks and meet deadlines.
11.
Demonstrated ability to handle a large volume of work under minimal supervision.
12.
Proficient computer skills – i.
e.

Excellent oral and written communication skills.
