Phillips GA-212 - $240 (berkeley north / hills)

Vintage Phillips turntable.
The replace belt is good and the on/off switch has been replaced.
Both 33 and 40 buttons turn on, but the 40 seems to be playing at 33 speed.
There is an undiagnosed pop that is likely from the RCA cable but I am unsure.
All the other components are good.
