*General Description*
Perform all payroll functions of Health Plan of San Mateo, including system maintenance, development and management, and ensure employee pay is processed on time, accurately, in compliance with government regulations and provide excellent customer service.
*Duties & Responsibilities*
*Essential Functions:*
· Perform daily payroll functional activities.
· Manage workflow to ensure all payroll transactions are processed on an accurate and timely basis within state and federal laws and regulations pertaining to payroll, as well as HPSM’s policies and procedures.
· Ensure effective and efficient process in the payroll system.
· Coordinate with Human Resources (HR) to ensure timely and accurate payroll processing of all new hires, terminations, transfers, and promotions.
· Serve as a resource (in conjunction with HR) for managers and employees in resolving payroll-related issues, trainings and questions.
· Prepare General Ledger reconciliations for all benefit and pension plans, post contributions to MissionSquare,
· Reconcile quarterly payroll taxes and annual W2s.
· Prepare and oversee transmissions of employee reports to various vendors and prepare payment requests as needed for transmission of funds to these vendors.
· Assist with outside financial, pension and workers compensation audits.
· Maintain confidentiality in handling payroll activities and changes.
· Provide accounting support, accruals and review as needed.
*Secondary Functions:*
· Conduct special analyses, at the direction of management, related to payroll and other employee compensation offerings.
· Perform other duties as assigned.
*Requirements*

*Education and experience*
· Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
· Minimum three (3-5) years of experience in payroll and payroll benefits.
*Knowledge of:*
· Principles and best practices of payroll, and payroll management systems.
· HR/Payroll systems
· Governmental regulatory requirements.
· Payroll reporting standards, terminology, and guidelines.
· Personal computers and proficiency in Microsoft Office Suite applications, including Outlook, Word, Excel, Access and PowerPoint.
*Ability to:*
* Prepare clear and concise reports.
* Utilize computers and advanced computer software to analyze information.
* Interact effectively with others.
* Communicate effectively, verbally and in writing.
* Achieve a high degree of accuracy on all reports and analysis and possess excellent attention to detail.
*Salary and benefits*
*The starting salary range *is $81,413 – $107,872, depending on the candidate’s work experience.
*Excellent benefits package* includes:
