The City of Calistoga is a full-service city providing a full range of services including police and fire protection; planning activities; code enforcement and building inspections; park facilities, aquatics, and recreation programs; construction and maintenance of streets, public buildings, and other infrastructure facilities; water production and distribution; and wastewater collection, treatment, and recycling.
The Position of Administrative Services Technician (Payroll)
Under the general supervision of the Administrative Services Director, the Administrative Services Technician position will perform payroll administration, timekeeping and report preparation for all City of Calistoga employees.
Job duties include, but not limited, to the following:
Prepare and process (hand enter detailed pay codes) the full cycle bi-weekly payroll for all City of Calistoga employees.
Prepare and process all payments required and related to payroll including health, retirement monthly, quarterly, and annual State and Federal Tax reports.
Reconcile payroll accounts and prepare monthly journal entries.
Review, interpret, implement, and prepare any necessary reports relative to; changes in State and Federal tax payroll laws, workers compensation payments, 4850 leave time, employer/employee paid contributions to various programs, Public Employees Retirement System (PERS) the Fair Labor Standards Act (FLSA), employee group Memorandums of Understanding and any other agency requirements.
Perform technical payroll activities associated with benefits; complete, generate and distribute salary information to designated retirement sources.
Receive and review timesheets from each department; calculate and enter timesheet data into the timekeeping system; calculate various payroll withholdings and deductions.
Determine when employees become eligible for PERS membership and health insurance and must understand the regulations and the processes that are involved to be able to report accurate information to the retirement system.
Perform related duties and responsibilities as required including serving as backup to various roles and responsibilities within the Finance Department

Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the required qualifications would be:
Education and Experience: Equivalent to the completion of the twelfth grade supplemented by college-level coursework in business or public administration, finance, accounting, or related field.
Three (3) years of increasingly responsible experience performing complex technical and/or programmatic duties in payroll, finance or accounting.
Licenses and Certifications: Possession of a valid California Driver’s License.
